TERCERA CARTA A LOS FIRMANTES DEL MANIFIESTO CONTRA EL RASCACIELOS CAJASOL DE SEVILLA. Decisión de la Unesco acerca de Sevilla.

La reunión anual de UNESCO, celebrada hace unos días en Sevilla ha tenido una gran importancia respecto al futuro del rascacielos Cajasol y/o a la pertenencia futura de los tres monumentos de nuestra ciudad a la Lista del Patrimonio Mundial.

En efecto, a pesar de todas las maniobras de los Ministerios de Asuntos Exteriores y Cultura para que no hubiera Resolución, haberla la ha habido. En ella la UNESCO ha solicitado al Gobierno español información sobre el rascacielos, ha anunciado un informe de expertos propio, realizado por ICOMOS, que debe estar listo para la próxima reunión en Brasil, el próximo año, y HA PEDIDO AL GOBIERNO QUE SUSPENDA CAUTELARMENTE LAS OBRAS DEL RASCACIELOS HASTA ENTONCES.

Después de este auténtico varapalo al rascacielos, la maquinaria político-social de propaganda ha comenzado a silbar y a contar mentiras: que no es una Decisión (Es la 33 COM 7B.123), sino un borrador; que no ha habido debate (se ha aprobado por unanimidad); que si es puramente indicativo (es obligatorio); y así sucesivamente.

Ante esta resolución de la UNESCO, los firmantes del Manifiesto contra el rascacielos Cajasol estamos del lado indicado, con el orden y la legalidad internacional. Los que pretenden seguir las obras para consolidar hechos consumados están en la ilegalidad , en el abuso de poder y en la mofa de las Instituciones Internacionales a las que pertenece España.

Si el Ayuntamiento, Cajasol y sus asociados quieren seguir con las obras deben saber que están introduciendo a Sevilla en un camino sin retorno, que terminará desgraciadamente , con la expulsión de la Catedral, los reales Alcázares y el Archivo de Indias de la Lista de Patrimonio Mundial. La UNESCO ha dejado claro, con la exclusión del valle del Elba, que con ella no se juega. El caso de Sevilla es más clamoroso: mientras que en Dresde se trataba de un puente sobre el río Elba, al fin y al cabo un elemento público de infraestructuras, en Sevilla es un rascacielos privado promovido por una Caja de Ahorros con la bendición del Ayuntamiento. La reunión de Sevilla ha tenido, además, el efecto añadido que los más de mil miembr@s de UNESCO han podido ver, con sus propios ojos, el impacto del rascacielos sobre el Conjunto Histórico de Sevilla, en el más rompedor efecto de "bruselización", como comentábamos en nuestra carta anterior.

Así pues, la disyuntiva es clara: beneficio privado contra perjuicio público. Porque la expulsión de Sevilla no será gratis para el Turismo y la Cultura. La ciudad lo sufrirá durante mucho tiempo, incluso económicamente. La UNESCO concede los títulos de Patrimonio Mundial, entre otras cosas, para que se cuiden los Monumentos y Ciudades. Si los políticos locales prefieren favorecer intereses privados que lesionan estos Bienes, la UNESCO tiene el perfecto derecho de expulsarlos del exclusivo Club del Patrimonio Mundial. Lo que no va a poder ser es conservar los Monumentos de Patrimonio Mundial de Sevilla y , al mismo tiempo, terminar el rascacielos Cajasol. Por muchas maniobras y pasillos que hagan. Que los políticos a quién corresponda, pagados con nuestros impuestos, evalúen cuidadosamente los beneficios y costos de esta peligrosa operación.

2. Expresses its concern that State Party has not provided any information on the proposed Cajasol tower, in conformity with Paragraph 172 of the Operational Guidelines;

4. Urges the State Party to carry out, if not already undertaken, a comprehensive impact assessment of the proposed developments on the Outstanding Universal Value of the World Heritage property and its setting;

5. Also urges the State Party to halt any construction works on this project until such a comprehensive impact assessment has been completed and reviewed by ICOMOS;

6. Request the State Party, in consultation with the World Heritage Centre and ICOMOS, to develop a draft Statement of Outstanding Universal Value, for examination by the World Heritage Commitee;

7. Also requests the State Party to define a buffer zone for the World Heritage property and to submit a map by 1 February 2010 , for examination by the World Heritage Committee at its 34th session in 2010;

8. Further requests the State Party to submit to the World Heritage Centre, by 1 February 2010 , a report on the state of conservation of the property and on the steps taken to implement the recommendations set out above, for examination by the World Heritage Committee at its 34th session in 2010."

Habiendo examinado el Documento WHC-09/33.COM/7B. Adicional.
Expresa su preocupación de que el Estado Miembro (España) no haya proporcionado ninguna información sobre la propuesta torre Cajasol, según dispone el Párrafo 172 del Manual Operacional;
Toma nota de la documentación aportada por el Estado Miembro en Mayo de 2009;
Urge al Estado Miembro a llevar a cabo, si no se ha realizado ya, una valoración total del impacto que los desarrollos propuestos ( la torre ) tendrán sobre los Extraordinarios Valores Universales del Patrimonio Mundial ( de Sevilla ) y su localización;
También urge al País Miembro para que cese cualquier trabajo de construcción en este proyecto hasta que esta valoración total de impacto haya sido completada y revisada por ICOMOS.
Solicitar al Estado Miembro, en consulta con el Centro Mundial de Patrimonio e ICOMOS, que desarrolle un borrador de Manifiesto de Valor Universal Extraordinario ( de Sevilla) para su examen para el Comité del Patrimonio Mundial.
También solicita del Estado Miembro que defina una zona de protección para las Propiedades de Patrimonio Mundial y que remita un plano antes del 1 de Febrero de 2010 para su examen del Comité del Patrimonio Mundial en su Sesión número 34 en 2010;
Peticiones adicionales al Estado Miembro para que remita al Centro del Patrimonio Mundial, antes del 1 de Febrero de 2010, un informe sobre el estado de conservación de estas propiedades y sobre los pasos realizados para implementar las recomendaciones establecidas en los puntos anteriores para su examen por el Comité del Patrimonio Mundial en su sesión 34 de 2010."

THIRD LETTER TO THE SUPPORTERS OF THE MANIFEST AGAINST THE CAJASOL SKYSCRAPER IN SEVILLE.

The UNESCO annual meeting, held in Sevilla a few days ago, it's been of great importance regarding the Cajasol skyscraper and the future of Sevilla as city with three monuments in the List of World Heritage.

In spite of all the political manoeuvres of the Spanish Ministries of Foreign Affairs and Culture to avoid a Resolution about the skyscraper, The World Heritage Commitee has spoken loud and clear. UNESCO has asked information about the tower to the Spanish Government; a specialists report, accepted by ICOMOS, will have to study the impact of the skyscraper on the World Heritage Monuments and be considered in the next meeting in Brazil, next year. And what is more important, UNESCO HAS URGED THE GOVERNMENT TO STOP THE WORKS OF THE SKYSCRAPER UNTIL THE REPORT IS CONSIDERED.

After this severe beating to the skyscraper, the Municipality and Government social-political machinery of propaganda begun to hiss and tell lies: "This was not a Decision, only a Draft " (Decision 33 COM 78.123). "There was not debate", the Decision was approved unanimously; "this is purely indicative ", it's an urge; and so on.

Considering this UNESCO Decision we, the supporters of the Manifest against the Cajasol skyscraper, are on the right side, with order and international legality. The ones who pretend to follow the works to consolidate consummated facts are illegal, power abusers and fun makers of International Institutions where Spain belong.

If the Municipality, Cajasol and their associates want to follow the works they must know that they are putting Sevilla in a no return way that will end, unfortunately, with the ejection of Cathedral, royal Alcázares and Indies Archive from the World Heritage List. UNESCO has stated clearly they won't admit games and has proved it with the ejection of the Elba valley in Germany from the World Heritage List. Sevilla's problem is bigger. In Dresde the agression came from a bridge, a public infrastructure element. In Sevilla it`s a private skyscraper promoted by a Bank with the public agreement of the Municipality.

The Sevilla meeting has had other effect. More than a thousand UNESCO Delegates have been able to see, with their own eyes, the skyscraper impact on Sevilla Historic Precinct, in the most aggressive effect of the "bruselization" that we talked about in my last letter.

So, the alternative is clear: private benefit against public damage. Because Sevilla's eviction will not be gratis for Tourism and Culture . The city will suffer it for a long time, even from an economic point of view. UNESCO grants the World Heritage titles, among other objectives, to take care of the Monuments and Cities. If local politicians prefer to favor private interests against those Monuments, UNESCO has the right to evict them form the exclusive Club of the World Heritage. What it will be impossible is to keep the Sevilla Monuments within the World Heritage Club and, at the same time, to finish the Cajasol skyscraper. Even if they keep doing political games and manoeuvres. The implied politicians, paid with our money, should evaluate the costs and benefits of this dangerous choice.
